Soulsteel Sync provides a 15% increase in Crit Rate and Crit Damage, a 50% chance of performing a follow-up attack with a 65% chance of freezing the target, and frozen enemies take Ice damage at the start of each turn. Yanqing's Ultimate, Amidst the Raining Bliss, deals Ice damage to a single enemy and further boosts his Crit Rate. If Soulsteel Sync is active, it also increases his Crit Damage.
